Brazil's energy storage procurement delayed: Behind the 1.7 billion reais power outage, confidence in renewable energy investment is tested
The Brazilian energy storage market is at a critical turning point. The national energy storage system procurement plan originally scheduled for the second half of 2025 is at risk of long-term delay. This challenge mainly stems from the fact that grid operators are forced to cut excess clean electricity.
1. The contradiction between excess electricity and energy storage demand
The explosive growth of renewable energy and the insufficient absorption capacity of the grid
Brazil's renewable energy generation has reached 93%, of which hydropower accounts for 47.1%, wind power and solar power account for 12.8% and 5% respectively. In 2023, Brazil added 14.2GW of photovoltaic installed capacity and 4.8GW of wind power, becoming the world's third largest renewable energy market. However, the weak grid infrastructure, especially the aging of transmission lines and uneven regional distribution, has resulted in the inability to effectively transmit clean energy in the northeast to the load center in the southeast. Despite the oversupply of renewable energy (supply is expected to reach 2.5 times demand in 2027), the grid still needs to rely on thermal power plants for peak loads. This contradiction has reduced the short-term urgency of energy storage systems, as operators prefer to balance supply and demand by cutting excess power rather than investing in energy storage.

2. Direct reasons for the delay in energy storage procurement
Regulatory framework lags and auction rules are unclear
The Brazilian Ministry of Mines and Energy (MME) originally planned to hold the first battery energy storage auction at the end of 2024, but it was postponed due to the lack of specific regulations and technical standards. The auction process was hampered by the failure of the power regulator Aneel to formulate grid connection rules, fee models and contract terms for energy storage systems in a timely manner. Although the second round of public consultation was launched in January 2025 and the energy storage regulations are scheduled to be released in May, core issues such as transmission fee reduction and simplified project approval process still need time to be implemented.
Policy priority adjustment and short-term cost considerations
The government prioritizes short-term energy security over energy storage development. For example, MME Minister Alexandre Silveira emphasized that the installed capacity of thermal power plants needs to be doubled by 2031 to cope with drought risks, and energy storage is seen as a medium- and long-term solution. In addition, although the "cutback" policy of the grid operator ONS has caused corporate losses, it is seen as a necessary measure to ensure grid stability in the short term.

3. Potential opportunities and long-term challenges in the energy storage market
Policy support and market potential
The Brazilian government has included energy storage in the energy auction mechanism, plans to launch the first 49.7MW battery energy storage auction in 2025, and plans large-scale procurement in the next six to seven years. Tax incentives (such as the net metering policy for distributed photovoltaic projects) and international investment (such as Envision Technology's 5 billion reais zero-carbon industrial park) provide impetus for the development of energy storage. Consulting agencies predict that by 2030, the size of Brazil's battery energy storage market will reach US$3.79 billion, with a compound annual growth rate of 20%-30%.
Technology localization and industrial chain construction
Chinese companies such as Risen Energy and BYD have entered the Brazilian market through cooperation or factory construction to promote the localization of energy storage technology. For example, Risen Energy signed a 1GWh energy storage agreement with MTR Solar, Deye Co., Ltd. built a lithium battery factory in the Manaus Free Trade Zone, and BYD plans to produce lithium iron phosphate batteries in Sao Paulo. However, insufficient local production capacity and rising import tariffs (the tax rate on photovoltaic modules will increase to 25% in November 2024) still restrict industry expansion.

Grid transformation and energy storage coordinated development
Brazil is promoting ultra-high voltage transmission projects (such as Belo Monte Phase II and the ±800 kV project in the northeast) to alleviate the bottleneck of cross-regional power transmission. These projects are expected to be put into operation gradually after 2026, which will enhance the renewable energy consumption capacity and indirectly increase the demand for energy storage systems. The synergy between energy storage and grid transformation will become the key to optimizing the future energy structure.
4. What is expected in the future?
The current postponement risk of the Brazilian energy storage market reflects the conflict between short-term power surplus and long-term energy transformation goals. Although the policy framework and market potential lay the foundation for the development of energy storage, grid bottlenecks, regulatory lags and cost pressures still require systematic solutions. If the energy storage auction in 2025 is successfully implemented and promotes the improvement of regulations, Brazil is expected to become the leading energy storage market in South America by 2030, providing a "Brazilian sample" for the global energy transformation. However, if the delay continues, it may lead to a decline in confidence in renewable energy investment and slow down the process of energy structure diversification.
