Millions of Russian apartment dwellers are getting the legal right to put solar panels on their own roof for the first time - a small but real shift in how one of the world's biggest oil and gas producers is starting to open the door, however cautiously, to distributed power.

 

The old rules kept solar off apartment roofs

 

Since 2019, Russia has had a "microgeneration" regime that let homeowners and small businesses install rooftop solar or the occasional small wind turbine, use the power themselves, and sell whatever was left over back to the grid. On paper it looked like a normal net-metering scheme. In practice it barely moved the needle.
 

Two things held it back. First, the law capped how much power a household system could feed into the grid at 15 kilowatts, tied to the property's grid connection. Second - and this is the part that mattered most in a country where most people live in apartment blocks, not detached houses - the law explicitly banned using any equipment "serving more than one room in a building" to generate power for the grid. That single clause effectively locked multi-apartment buildings (known in Russia as MKD, mnogokvartirny dom) out of solar entirely. A resident could theoretically buy panels, but not tap a shared roof or route power through the building's common electrical equipment. Whole apartment blocks - where the roof, the wiring and the meters all belong to everyone and no one - were off limits by design.
 

Even where microgeneration was legally possible, the economics were weak. Households don't sell surplus power at the retail rate they pay for electricity; they sell it at the wholesale market's weighted average unregulated price, which industry estimates put at roughly 2–4.5 rubles per kilowatt-hour, often less than half the residential tariff. Add in the cost and paperwork of grid connection, and payback periods stretched to eight or even nineteen years for a typical 5–15 kW home system. Solar made the most sense in Russia's sunnier south; in the cities and the north it barely made financial sense at all. Unsurprisingly, uptake stayed small.

What changed on June 26, 2026

 

President Vladimir Putin signed Federal Law No. 208-FZ, amending the Federal Law "On Electric Power Industry," after it passed the State Duma and Federation Council. The law took effect on the date it was signed, though the provisions specifically covering microgeneration in apartment buildings were written to phase in from September 1, 2026.
 

Two changes stand out.

The fixed 15 kW ceiling is gone. The law strikes the specific 15-kilowatt figure from the definition of microgeneration and instead hands the government the authority to set - and revise - the maximum feed-in limit by decree. Industry commentators expect the new cap to land somewhere well above 15 kW, possibly in the tens or low hundreds of kilowatts, but the actual number is still pending a separate government resolution.
 

The apartment-building ban is lifted. The clause barring microgeneration equipment that serves shared building infrastructure has been deleted. Apartment buildings can now, in principle, install solar generation and feed it through common electrical systems - with the government responsible for spelling out exactly how: where such equipment can be placed on shared property, how it must operate, and how the resulting electricity gets billed, including how it's split between selling surplus to the grid and crediting residents' electricity bills.

 

Why this doesn't mean solar panels on every balcony next month

 

The law opens a legal door; it doesn't hand anyone a key yet. A building's roof, facade and shared wiring are common property under Russian housing law, and using them for anything - let alone installing power generation equipment - requires a vote of the building's owners' assembly (OSS), typically needing a qualified majority, with an even higher bar if the project would reduce the amount of usable common property. No single resident can simply put panels on part of the roof and wire them into the shared meter room on their own initiative; this has to be a building-wide project or one done under a formal agreement among owners.

 

On top of the governance hurdle, any real installation still needs a structural assessment of the roof (load-bearing capacity, waterproofing), fire-safety and electrical-protection sign-off, anti-islanding safeguards so panels don't feed power into supposedly dead lines during outages, commercial metering, and a grid connection agreement. As of September 2026, the government's implementing regulations - the detailed rules on feed-in limits, technical standards, and settlement procedures - had not yet been fully issued. Russian energy lawyers describe the current stage as "permission in principle," with the operational machinery still being built.

What it could mean for solar going forward

 

If the follow-up regulations end up reasonably workable, the law removes the single biggest legal obstacle to distributed solar in Russian cities, where the overwhelming majority of the population lives in apartment blocks rather than houses. A building-wide rooftop system could offset shared electricity use - elevators, hallway lighting, water pumps - and cut a building's collective utility bill, with any excess still sold to the grid under the existing wholesale-price arrangement (or whatever revised settlement rules the government eventually issues).
 

Raising the output cap also improves the underlying economics for any given installation, since larger systems generally have better returns per unit of installed capacity. But the structural constraints that have limited Russian solar all along - the below-retail buyback price, financing costs, and a domestic equipment supply chain still working through the effects of sanctions and import substitution - remain in place. Nothing in the new law changes those.
 

The practical takeaway: Russia has cleared the legal roadblock that made apartment-building solar essentially impossible, but the transition from "allowed" to "actually happening at scale" now depends on rules the government has yet to finalize, and on whether apartment owners, who often disagree about far simpler shared-property decisions, can organize themselves to use it.
