Importing Solar PV Products into the DRC: A Practical Guide for Mining-Grade Solar-Storage Projects
The solar business in the Democratic Republic of Congo (DRC) is, at its core, a mining-energy business, not a residential solar business. Weak grid infrastructure and high diesel generation costs in the Copperbelt are the real drivers of demand. Once you internalize that, product selection, sourcing, logistics, and customs clearance all look different.
1. This Is a Mining Market First, Not a Residential Market
Mining regions around Kolwezi and Lubumbashi have far greater demand for integrated solar-plus-storage baseload power systems than for small residential setups. What mining companies actually need is megawatt-scale systems that can replace or reduce diesel generation, and energy storage - not panels - is the real bottleneck. Solar systems without storage are largely unusable for production loads in areas with unstable grids.
Suggested product priority:
Battery storage (predominantly LFP): the fastest-growing demand segment, and usually the deciding factor in a mining company's procurement decision
High-efficiency modules: heavily price-competitive, an area where Chinese suppliers have a clear cost advantage
Inverters/PCS: pay attention to dust resistance, high-temperature tolerance, and grid-tie/off-grid switching requirements for mining-site conditions
Mounting structures and BOS: mine sites are often temporary or semi-permanent installations, so structural design needs to support fast assembly and disassembly
Distributed residential and commercial/industrial markets are worth pursuing, but treat them as an add-on rather than your primary focus - don't spread strategic resources too thin.
2. Sourcing from Chinese Suppliers: Don't Just Compare Price - Compare Field Reliability
Alibaba, the Canton Fair, SNEC, and similar channels will get you quotes, but what actually determines project success is whether the supplier has real delivery experience in Africa. Full certification does not guarantee field performance - many modules that look great on lab data in China degrade abnormally in the DRC's high-heat, high-dust environment.
A few details that are easy to overlook during supplier negotiations:
Beyond requesting samples, ask for case records of prior deliveries and after-sales response in Africa (especially Southern/Central Africa) - not just IEC certification documents
Lock quality-inspection terms in the contract to arrival inspection at the port of destination, not factory acceptance. It is fairly common for goods to pass factory inspection but arrive damaged or degraded after ocean transit
Beyond the FOB/CIF quote, confirm whether the supplier can provide commercial invoices, certificates of origin, and packing lists in the exact format required for customs clearance - formatting errors are a common cause of clearance delays

3. Logistics: Matadi Port Is Not the Finish Line - It's Where New Problems Start
After ocean freight arrives at the Port of Matadi, goods still need to travel inland to mining hubs like Kolwezi. This inland leg is routinely underestimated in both time and cost - road conditions, checkpoints, and multiple transshipments all extend the timeline. Because modules are bulky and heavy, full-container ocean freight is usually the most cost-effective option; air freight for urgent small batches is an option, but it will noticeably increase project cost, so reserve it for emergency spare parts only.
Documents to prepare during the logistics stage - not after arrival:
Bill of lading, commercial invoice, packing list, certificate of origin
FERI (Fiche Électronique de Renseignements à l'Importation): issued by OGEFREM, and it must be validated before the vessel arrives - typically at least 5 days in advance. Without a valid FERI, goods cannot clear customs normally
BIVAC/PSI pre-shipment inspection certificate: mandatory for any shipment with an FOB or CIF value of USD 2,500 or more. Missing this can result in goods being turned back or held at port
These two requirements are frequently overlooked because they are the importing party's (DRC-side) responsibility, and Chinese exporters won't necessarily flag them proactively.
4. Customs Clearance: DGDA Is the Last Gate, Not the Only One
DGDA (Direction Générale des Douanes et Accises) handles final duty assessment and release, but the actual process runs through several agencies under the DRC's "Guichet Unique" (single-window) system: OCC (Office Congolais de Contrôle, handling pre-shipment inspection and valuation), OGEFREM (managing the FERI/ECTN), and BIVAC (the inspection body). Missing or incorrect documentation at any one of these stages will hold up your shipment there - not at DGDA.
Required document checklist: commercial invoice, bill of lading, packing list, certificate of origin, FERI, and BIVAC inspection certificate, plus an import license where the goods category requires one. Documents must be submitted in French; poor-quality translations are another common source of delay. Start preparation at least 15 days in advance, and budget 7–21 days for clearance itself, with more time needed during peak periods or if documentation has any deficiencies.
The most common mistake: assuming renewable energy equipment automatically qualifies for a tariff exemption. As of now, the DRC does not have a general import-duty exemption applicable to solar products broadly. There has been an ongoing industry push - led by a consortium of off-grid power producers - urging the government to grant such an exemption, but this remains at the advocacy stage and has not become general policy. The exemption that does actually exist, under the DRC's Investment Code (Code des Investissements), applies to equipment imported for setting up a local solar module manufacturing line - that is, for investors building a factory in the DRC, not for trading importers bringing in finished panels or batteries for resale. Applying for the manufacturing-equipment exemption under a trading-importer profile will most likely be rejected or trigger a back-payment demand. Do not build this exemption into your project budget in advance.
5. Duties and Fees: Do the Full Math, Not Just the Headline Tariff
Import costs in the DRC are layered, not a single tax line. As a rough reference:
Customs duty: tiered by category - roughly 5% for equipment-type goods, 10% for certain industrial inputs, up to 20% for finished consumer goods, with an average rate across categories of about 10.9%
VAT (TVA)
OCC pre-shipment inspection/valuation charge: roughly 1.5% of CIF value
OGEFREM maritime freight management fee: roughly 0.58% of CIF value
FPI (Fonds de Promotion de l'Industrie) levy: roughly 2% of CIF value
Administrative fee: roughly 2% of CIF value
BIVAC inspection fee: roughly 1.5% of FOB value
Stacked together, the real landed cost in duties and fees can run noticeably higher than "customs duty + VAT" alone. Build these smaller, multi-agency charges into your total cost estimate at the quoting stage - don't wait until clearance to discover the budget doesn't cover them.

6. Going to Market Locally: Compliance First, Then Channel Strength
Import-license registration is the baseline requirement; energy-sector projects may need additional permits depending on scope
Enterprise channel: work directly with mining companies or project developers (similar to developers like CrossBoundary, which already has solar-storage projects operating in the DRC) - longer sales cycles but larger order sizes and generally more reliable payment
Distributed channel: sell through local installers for faster market coverage - this requires leaving enough margin in the channel and managing payment terms carefully
Value-added services (system design, installation, O&M) are what differentiate you from competitors - selling hardware alone invites a price war that erodes margin fast
7. Risks Worth Flagging Upfront
Customs delays are the norm, not the exception - plan project timelines against the upper end of the clearance window, not the lower end
Don't assume a tax exemption will materialize - policy direction can shift quickly; price bids assuming full tax liability, and treat any exemption as upside, not a guaranteed baseline
A weak grid isn't just an opportunity, it's an installation challenge - inconsistent grid-connection standards and difficult site conditions can extend delivery timelines
Cash flow management matters - mining project payment cycles are long, and combined with port demurrage risk from clearance delays, you need real buffer in inventory and working capital
Choosing the right local customs broker/logistics partner matters more than shaving a few points off their fee - a single demurrage incident from a documentation issue can cost far more than what you saved on broker fees
The opportunity in the DRC's solar market is real, but the barrier to entry isn't securing cheap Chinese sourcing - it's getting the entire chain, from order placement to power delivered on-site at the mine, to run smoothly. Getting customs clearance and the full duty/fee structure right matters more than getting a slightly lower module quote.
